OK, look. We can go round and round all day. I believe that both have to occur. However, the more priority/immediate solution is removal.
In order for that to be an immediate solution, you'd need to be able to pass the law, and you'd have to know where all 300-600M guns are 1/2

Most firearms aren't registered in any way. And there are hundreds of millions of them. Thinking you can "remove them" is magical thinking.
