It actually is a word. It dates back to early 20th century America, though it has not enjoyed wide acceptance.
It was declared a word *because* so many people were incorrectly using it.

Do we really need a dictionary to tell us what is a word and what isn't?? Did you understand its meaning? Then it's a word!
Ok, if we go by its meaning, then it means the opposite of how it's used: "ir" and "less" both mean "without" so it means "regard."
"Ir" doesn't always mean "not." Consider "irradiate." "Irregardless" could mean "to expose one to regardlessness."
