No. FDR was, as far as I know, not trying to "cleanse" the population due to some eugenic belief. It was obviously awful, nonetheless
Interning people in camps based on their heritage is fascism. So is jailing them based on their heritage, as we do today.

You're redrawing lines. The only difference is we goaded Japan into attacking our military. We knew they would, due to sanctions.
