He does this with bills that have 'fat' and wasted spending. He will tweet now about the waste. It will get approved eventually. They were talking about this in the am. Rand wants a balanced budget and each time he exposes the waste added into bills.

I never want to see bills passed without debate. this pays out until 2090, it needs to be debated and then if it's a good bill, pass it.
