RT publishes a ton of exclusives & stories that are sourced from foreign language. It is an invaluable tool for researchers on a number of topics. They interview world leaders & cover places like Afghanistan & Yemen like few others. Students studying these topics deserve access.

I could only guess, but you know, it is not uncommon for RT to be treated this way. Twitter banned them from ads, Google Dr-listed, etc. @DavidBCollum he will check but as I said my source asked two others to try to access as well.

There is nothing in this image to substantiate your claim. In fact, the URL bar has been deliberately cropped out of this image, which suggests the editor did not want that information displayed. I can imagine few reasons to do so that aren't deceptive in nature.
In this case, I'd question the university IT staff. If they're using a COTS solution for web filtering (e.g. Forecepoint), then they should contact the vendor re: incorrect classification of the domain. If they're classifying/filtering in-house, then they should fix this ASAP.
It's also too bad since RT is more reliable than the US based MSM
