I think they mean asking for autographs on explicitly campaign material, ie a picture of his face would be ok, but not a picture of his face that said 2020 on it.

Has he launched his 2020 campaign? No? Then it’s not campaign material? It could have said trump 2030 but if he hasn’t started campaigning then it doesn’t matter.

Maga hats are official campaign merchandise which benefit trump financially. A lot different than signing a picture. But the CNN article is pretty silly in the first place. Not quite the same thing though
