    Pretty Misleading? You mean a lie?

    This is a pretty misleading statement. It only adds "zero dollars" to debt if you a) take a long-term time horizon of 15+ years and b) assume all the math adds up. In a ten-year budget, it does add to the debt. We explored this here -->
