Too often I think that people forget the importance of simply practicing reading. While it is essential to identify skill deficits, consistent practice, like with many other skills, is the only way to truly improve. We have to teach students the importance of reading practice.

I agree with some of this, but if a fifth-grader is reading at a first grade level how can he read fifth-grade level texts? That flies in the face of Lev Vygotsky’s ZPD

Read aloud. Have kids choose books of interest to read independently or with classmates during the school day, do book reviews in

Compound the issue with a one way plan for how all students should read at the same level at the same time. Never mind literacy issues that spring up as early as kindergarten, just march to test at 3rd grade then “remove” them so not to affect school scores through Sp. Ed. label
