It might be different in Canada, but I'm talking about the States. We have a long history of oppressing POC that is still going on today e.g. discrimination within highering practices, the Criminal Justice System, the education system, voting, redlining etc.

I think the cause is that black communities are disproportionately poor and tend to have more crime which drives down property value which is what usually funds schools at least around my area.

You're ignoring things like Redlining, white flight, and Blacks being cut out of the GI Bill, the drug war, & discrimination in the CJS all of which contributed these communities being poor which, because of the way we fund schools, leads to them being fucked from the start
