I think that's why people talk about "institutional racism", and on the extreme end people talking about "eradicating whiteness".

Not in the letter of the law, but there are laws/policies specifically designed to disproportionately target certain minority groups.

Take for example the voter ID laws, these were specifically designed to disallow IDs typically used by black people.

Yes, white people with the same ids would face the same issues...but they weren't specifically targeted.
