A lot of the war crimes in the Law of Armed Conflict are really only relevant when multiple factions are using lethal force en masse, and don't have the same moral weight when acted out with batons and pepper spray.

Destroying an aid station at a protest, even if rioting occurs, isn't the same as doing it in war where people are getting hurt way worse and can't just leave and go to a hospital. Of course, cops often do prevent protesters leaving through kettling, which is a bigger problem
