The primary purpose of sanctions, and the state admits this, is to further disenfranchise the most vulnerable promoting civil unrest. It literally to collectively punish the public and make them mad at the government. It doesn’t work. There are other forms of diplomacy.

I think you are overestimating the efficacy of sanctions and dreadfully underestimating their human toll. Governments that do not respond to the popular will usually will not change policies based on sanctions.

So can you provide alternative methods or are you in favour of inaction? I think whatever you do in this scenario people will be hurt even by inaction.
