people enforce rights. collectively. states often selectively enforce rights, and its the people who rise up that protect them. you dont need a monopoly on violence to enforce rights

the state was okay with slavery, and numerous slave rebellions and underground communities of freemen that rose up were enforcing their rights querr people had their rights trampled and they formed communities that protected each other from the state

But slavery ended after the United States Government fought a massive war. Community segregation worked just fine until the state ended it.
