I believe he means that billionaires are primarily the people who came up with those major staples of modern life, I.e. Microsoft, apple, Amazon, Walmart, etc. the people who created them, more or less, became billionaires. At least, that’s what I think he means.

If you just steal all of money over $1B from people, it’s completely obvious there will be far less underwriting of risk and therefore far less innovation. This is already the case in Europe on a smaller scale. His point is basically correct.
