Like, that still doesn't mean you just cross over where ever you want. You can come to America through the normal legal channels, then apply for asylum within that year once you've arrived in order to stay.

"Normal legal channels" take years, and if you are in a position where you need to apply for asylum, waiting that long could get you killed.

That clause does not nullify or supersede the requirement to enter legally in the US. It only states that you can apply for asylum afterward entering the US(legally). No one has the right to enter the US w/o the authorities consent/authorization(in conformation w the US laws).
