I'm against labeling every mass shooting as an act of terrorism. Domestic or otherwise. Terrorism has a legal definition that differs from the common every day usage - much like theory. It means something special in law enforcement.

I've seen people say that anything that induces fear should be called terrorism. But it stemmed more from not knowing what the word meant and wasn't like a political or policy stance or anything.

On the flip side there are people who argue that these white supremacy-motivated mass shootings also shouldn't be called "terrorism" because they think someone has to be part of a terrorist organization to be a terrorist, so this sort of thing is always a red flag for me.
