We tried that with the ACA. Guess what? Florida opted out of the OPTIONAL medicaid expansion and left me still unable to afford healthcare. Compromise makes weaker policy.

Large, drastic changes, usually only occur when everyone is starving and it's a crap shoot as to what kind of person you're going to get at the helm under those conditions. When things are humming along though, you need to actually put in work in order to get what you want.
