According to the National Emergencies Act of 1976, it only takes a simple majority vote in Congress to cancel the emergency. It would be over before the first slat was driven into the ground.

That’s true. They would also have to go to court to take private land. I think it’s more about setting the precedent.

Where? Not seeing any place the House can do anything on its own. Only the President appears to have the power to unilateraly revoke the state of emergency.
