Wasn't it Rumsfeld who said they can't account for 2.3 trillion dollars? Didn't we recently hear that they could not account for missing helicopters? No wonder we have a deficit problem in the military.

Come on Senator it was not a budget it is a nil. The president doesn’t have to spend the money. He can withhold funds at his discretion. Ok...so when will the congress submit an actual budget?
