Rand Paul saw an opportunity for a change in a long corrupted tax code. He may have been too optimistic in hoping for spending cuts thereafter, but he was never in support for a deficit itself, even if it came with the package. It is not quite black and white.

Please don't cut education, healthcare, and food stamps. Because they are the basic human needs to survive and to have a future maybe better. Please reduce departments and military bases. Because we don't need so many of them! The terribly regulated lives are not safe and good!

Yes, Rand Paul has typically been in favor of respective cuts to military and foreign aid, as was his father. Unfortunately, I am not sure that it would be enough, and other senators do not seem to share the same sentiment.
