    Professional courtesy among autocrats in the south is very strong, and foreign powers in East and west think that is ok. Lots of arms and planes to be sold to them. If we have not learned this by now, we have learned nothing.

    Moving toward normalization with no sense of accountability for the atrocities perpetrated by the Assad regime would merely embolden other dictators to act with similar impunity.
