Great picture.
They don't dive to grab the fish and restart from the water surface? Other birds of prey do so.

I live by the bay...see over a dozen bald eagles every day simultaneously! Sometimes I find dropped fish in my yard...lol. sometimes they fly right past me, I can hear their wings and breathing.
