I think that, normally, the impulse to action starts in the midbrain which, simultaneously, starts the motor action and notifies the pre-frontal cortex. The neocortex runs a risk/benefit analysis and aborts the action if necessary.

It’s the mahout and the elephant again. The mahout (our conscious self) sees the elephant (our animal self) start to do something anti social and tells the elephant “no” before they action is completed. Conscious decision making is just too slow

Free choice has always been an illusion. Physicists might disagree about whether we live in a deterministic universe (I believe so), but either way, we’re awash in hormones that determine many of our “choices”.
