Does the DA's office really not secure custodial sentences for *anyone* at all? That seems hard to believe. Is there an easily-accessible dataset of prison terms for those prosecuted by the SF DA's office? One row per sentence, with date, term and some sort of unique person ID?

If the DA isn't going to prosecute crimes, of course the police won't bring as many cases to the DA, bringing only the ones most likely to be accepted. If police won't/can't help people get justice, of course people won't report most crimes. The stats don't tell the full story.
