One could consider that call for peace and to go home as invoking 10 U.S. Code § 254 - Proclamation to disperse under the Insurrection Act.

That specifically names "the militia or the armed forces." Are you suggesting yesterday's protestors were a branch of the armed forces? To me -- hear me out -- that seems like you're trying too hard.
