That specifically names "the militia or the armed forces." Are you suggesting yesterday's protestors were a branch of the armed forces? To me -- hear me out -- that seems like you're trying too hard.

Tump had already encouraged them to march on the capitol, even saying hed join em. Then when he intervened late after the violent insurrection had already started, he simply told them to be peaceful. He didnt tell them to go home for hours later, and even then praised them.
