concretely, I am converging on two related needs: - community policing, i.e. it is members of a community that serve as its police primarily - end of qualified immunity. officers need to have some kind of reasonable skin in the game when they are making hard decisions

In my 2017 book No Go Zones I discuss the use of “Animation Prevention” units in France which is effectively a Big Brother programme of policing. Problem is residents not affected become resentful that you have segregated rules.
