Parts? Why not the whole thing? Could it be they realise which parts were useless and got them turned out?

Wasn't everyone touting how terrible the Govt response was in Feb/Mar? Multiple reports show how a mixture of beaurocracy, ego, & malpractice at CDC led to botched response. HHS said if they were private, they'd be shut down. But now they're the golden standard bc Orange Man bad?
