Actually Birx contradicted herself a number of times on this. She called what we are doing now “full mitigation” and while close, it’s not “full”. So taking one line of her comment isn’t quite the same as interpreting and understanding the models.

Yes, she subsequently contradicts herself in later briefings because her motivation is to ensure our compliance with mitigation. The “mitigation is working even better” as explanation for model shortcomings supports that.
