It’s extraordinary how little the Governor of New York seems to know about the U.S. Constitution and the powers of states vs the power of the president.
Compared to other heads of state, the US President is relatively weak in constitutional authority.

Exactly. We are a union of States (united States of America). The Fed Gov't was created by the States and is therefore subservient to the States and has limited powers - those specifically granted to it by the Constitution.
