  Every county in America has a pandemic plan. Everything starts there. The State or DC got funds over the years from the Federal Government to spend on this making plans and buying supplies, but the implementation of ALL of those plans are local.

  How true! I called once into a local government office, was given options to the different departments, punch in the correct extension, got a message that the box was full, sent me back to the original message! And around it went!
