What is controlled explosion?
The Ministry of Interior is advising the public that the National Revenue Authority – the NRA, will conduct a controlled explosion tomorrow morning in Juba.
The exercise will take place at the NRA premises in Jebel, adjacent to the National Security Office.

It is easy .. the entire jebel area was shooting range during the war by Sudan Armed Forced (SAF) and there are many unexploded ordinances (UO) around. Not impossible for NRA to have discovered one of these UO and contacted the SPLA to conduct the explosion while MoI announced it
