There are many ways the government can control the prices of commodities or reduce them in the market for interest of citizens instead of paying direct money to traders which tried several times but failed.

Traders cannot be reliable when it's come to stabilizing the prices. that said, even if they agree to gov's demand. Scenario 1. They can decide to collude n hoard. 2. They can use some money n employ them into black market. Soln, gov should setup its own enterprise to buy goods.
