The warring parties have failed to reach a compromise in Addis Ababa on the contentious issue of the number of States and their boundaries.

So I am not understanding all this consultations, because the 28 and 32 states just came as a decree no one was consulted maybe the clandestine orchestrators themselves and we would really need to know them because they put the whole country in this saga.
