Why is the World FOOD Programme “implementing” multi-million US $ road building projects in #SouthSudan? Where is the appropriate UN-affiliated organisation for such projects? Or even better still; where is the Government of #SouthSudan to “implement” it?
The construction of a 13km road linking Yambio to Lirango payam in Gbudue state has been launched.

I think Government might have capacity challenges? But I understand your point whole-heartedly... This kind of approach in implementing development projects does little to transfer skills to needed areas within Government...
