A civil rights attorney friend says that the SFPD regularly sits on evidence and declines to comport itself with the disclosure requirements of the Brown Act or Sunshine Ordinance. POA whines that successive DAs won't prosecute alleged complaints that are never disclosed.

Cops no longer get the discretion to pick and choose which laws they will and won't enforce and to impose summary punishment--detention, corporal punishment, execution--on a whim, without accountabilty or consequence.
