This could be a big mistake in my experience. Sounds like a vote winner but it is likely to create chaos.

Not with proper governance. Clearly ensuring, where possible, other modes of transport are available, then the car should be the last resort

If you are going to subsidise transport, make it public transport not private cars. Doesn't make any sense other than a vote scoop!
