The 2014 grant specifically states, "No funds are provided and no funds can be used to support gain-of-function research covered under the October 17, 2014 White House Announcement (NIH Guide Notice NOT-OD-15-011)." on p 189 of the grant.

The progress reports of the 1R01 proposal and the aims of the the 2R01 proposal make it clear that--contrary to the quoted stipulation--EcoHealth/WIV perfomed gain of function research of concern and NIAD-OD knowing and willfully funded gain-of-function research of concern.

Cannot follow this completely, but am I right in concluding that they 1) built this virus, 2) tested it to see what would happen to humans if infected, and 3) we funded it!??
