Actually its normal for specialists to work with the NIH. The NIH gives grants to research institutions. Up until recently, the US had an expert working with virologists in china. This is all normal international research behavior and does not show any red flags.

The 2019 competitive renewal of the grant involved gain-of function-research requiring review under HHS Potential Pandemic Pathogen Care and Oversight (P3CO) Framework. No P3CO review took place. Fauci's approval of grant without P3CO review is *major* red flag.
