This act requires any project with federal resources attached to notify the public and allow public comment. Project proposals then also must have multiple options to deal with its resulting pollution and the public is allowed to see those plans and comment on them.

Over the decades, the NEPA has cut pollution and given people more power in the decisions that impact their community. All of that is threatened with this rule change.
