First, don't feel gross, it's a good question and one that I struggle with as an environmental activist - how to solve these very large problems that only make migration worse and work to protect the environment.

Fear works. Just look at Trump. When I was running for Congress the last week of the campaign, all I heard was "those damned border jumpers." I lost to a guy who race baited on the floor of the House! People love him.
The problem requires a lot of funding, as we're seeing with the Green New Deal, and Americans are not inclined to be taxed. So the question becomes how to prioritize environmental protection and how we deal with incoming climate migrants, because they are the next wave.
I think we need to concentrate on renewable energy jobs so that we can provide confidence that this new economy will work for everyone. If we can curb our fossil fuel consumption and prevent the worst of a changing climate's effects, we will lessen the influx of climate migrants.
