I never truly understood the distinction between a hate crime and terrorism. Scale? Scope? Agenda? Audience?

It's often an issue of splitting hairs... Terrorism has to have some kind of a political goal, and many refuse to recognize politics-driven crimes as terrorism unless the act is trying to achieve a political goal.
