    This time last year, people talked about how driverless cars were going to change how people get around. Then scooters showed up in Raleigh without any warning.

    We know Bird and Lime are only allowed to have 500 scooters in their fleets. What we don't know is if they both are doing the maximum. At one point Lime only had 300 scooters.
