Not sure, but this system is designed to counter close-range threats (less than 5 km). It would be effective against pirates and other non-peer adversaries with ATGMs and NVGs

Interesting reference to defeating ATGMs. Can see the relevance to smaller vessels operating inshore (eg given loss of Egyptian PB off Sinai in 2015) but one would not expect frigates to be so close. May have laser beam-riding light anti-ship missiles in mind.

I think this is inline with the expansion of naval infantry detachments on VMF ships. The VMF clearly appreciates the threat posed by non-state actors with cheap/unsophisticated equipment to ships in littoral areas, and the VMF can't afford to lose any blue-water ships.

Looks like a ship mounted dazzler. Chinese have a JD-3 APS on their Type 98/99s to overwhelm optics of laser rangefinders and laser riding beams.
