I thought it was because only the front boat was allowed a map, the second could relay instructions and the rest were there to watch the boats containing intellectuals

The trouble with sea maps is they have only 2 colours - yellow and blue - the hard thing to remember is not to try and drive through a yellow bit even though they get in your way from time to time
