My 2 cents: Boomsday and Rastakhan are good expansions, they're just overshadowed by how stupidly OP K&C and Frozen Throne were. Rotation should fix most of the issues. Genn and Baku wrong culprits.
You can't judge an expansion by taking away all of the cards that are in rotation at the time it came out. I think Witchwood was arguably the most problematic. K&C broke was synergy with cards that were rotating, but Witchwood was at the beginning of the year.
