They tested Giggling at 6 mana and felt it is still overpowered? How come they managed to release it at 5 mana earlier then? Am I missing something?
Probably because when theytested it at 5 they were putting it into unrefined decks against other unrefined decks, making it difficult to see the current power level. Now that it has been out for a while and lists are refined they can just use those lists and increase the cost.
