Who are you to decide that things explicitly allowed by game developers and tournament organizers are cheating? Maybe you don't like those things but it doesn't make them cheating. I take issue with being called a cheater by you for following the actual rules.

I don't really care if you take issue over it? It's cheating in my book. I'm ok with you thinking otherwise and i respect your logic/thought process but i disagree with it. Blizzard obviously allows it because it can't be enforced. @ end of day you gain unfair adv other others.

Cheating isn't an "in your book" thing. It's defined by the rules of the game and whatever organized play component exists around it. If you claimed writing down a Thoughtseized hand in MTG was cheating most pros would scoff at you. And deck tracker etc. are expected on ladder

In mtg it is fine to write down notes because that is allowed. In playoffs you aren’t even allowed to use pen and paper. That makes it seem like they don’t approve 3rd party softwares, but it is nearly impossible to enforce on ladder.

I personally believe that tracker should not be allowed, but you can’t fault anyone who uses it because if they have an opportunity to get a competitive edge while following the rules then why not take it?
