I just got a random copyright strike from "Jacob Samuel King" on an old meme of mine. The email address he provided doesn't even work. I believe he's just a troll. @TeamYouTube can you please remove the strike and penalize the false claimant?pic.twitter.com/ICaH7YWvTz

To be fair they are, at least more than you think. Most cases of obvious false claims that went viral in recent months resulted in the claimants' accounts getting terminated. But once that happens the story always dies down and not many people get the news.

I don't get how just anyone can make a claim. Why don't they have to be verified before they can place claims on any videos? Doesn't seem like it would be that daunting for YouTube, and after they are verified YouTube would at the very least know a claim is from a real source.

Mainly because of US DMCA law. Anyone can send a DMCA claim according to the law.

Your the first person to actually supply an answer to this. Now that I know it's American law I have to wonder why? Why can anyone do this and not those with proper proof? Is it because "proper" is so hard to define? I can imagine someone trying to prove copyright and not able to

It's the same concept as anyone can sue anybody else, because you have your civil and legal rights. Doesn't mean it is going to work out, but you srill can.
