This appears to be the current systems. The latter is obviously the risk to avoid but there's a real issue with the former (even though it's near and dear to my praxis)
there are two basic blueprints: the "sacred band" model is for ambitious young guys to challenge incumbents, the "pyramid scheme" is a way for incumbents to channel ambition apprentices to their own ends

it's not necessarily a "risk", it's just good to be aware so you get a symbiotic rather than parasitic guild structure (if that is where it ends up going)
