Some Sacraments, like Baptism (for adults), Confirmation, and Holy Orders, require consent. So does taking a vow. It's also part of determining whether an action is a sin, and if so, whether it's a mortal sin.

"the consent of the will" isn't about some faculty called consent which arises from the will. you'll also find the doctors of the church talking about "the consent of reason" - are there two faculties of consent? it just means "agreement" or "accord"
